I keep getting timeouts getting arcanist to connect to http://llvm-reviews.chandlerc.com. I'm following the set-up instructions and executing:
arc install-certificate
At this point it hangs and doesn't respond. I can run this command in the checkout for arcanist itself so I don't think it's a proxy issue. Has anybody else had similar troubles with arcanist?

There were some problems with logs filling up the disks two days ago, that
might have been related; is this still a problem for you?
