Summary Get rid of the SWIG generation shell scripts

Shell scripts cannot run on Windows, so we have already ported the shell scripts to python. So that we don't have to maintain two parallel code paths on how SWIG is generated, we should get rid of the shell scripts and rely exclusively on the python scripts for all platforms and all configurations. As a first step, we can switch the default of CMake to use python instead of shell scripts. After letting this bake for some time, we can update platform build systems for those platforms that don't use CMake (make/Xcode). Finally, we can delete the shell scripts as a final step.
