TestExitDuringStep.py
TestEvents.py

are all flakey on Windows and will fail every several dozen runs. I don't think
they are all related (TestEvents is marked as flakey on Linux also and it's
more likely that they share the same cause).

These tests are still flakey. They have been disabled to allow the windows bot
to be green.
