Hi Tom,
the plugins enable the actual offloading to accelerator devices. Without the plugins, the OpenMP target pragmas should be ignored or you might get runtime errors if the tool chain is broken. In any case, you cannot use the accelerator with OpenMP without having the plugins.
Ok, thanks, and when you say accelerator does that mean a non-CPU device
or can the CPU be considered and accelerator too?

The CPU can also be used as an accelerator via the generic-elf-64 plugin. This plugin threats the CPU as a target device.
