change of code owner role for the clang static analyzer

Hi everyone,

I would like to officially change the code owner role for the clang static analyzer from myself to Anna Zaks. This is a change I have wanted to push for a very long time, and Anna has graciously said she would be willing to step up to the role if the community is amendable to that change.

I continue to love the progress on the static analyzer, but it has been clear for some time that I am no longer able to dedicate the time to it that it truly deserves. In the meantime, folks like Anna have done a great job leading the project and shepherding a resurgence of interest in the static analyzer from other open source contributors. To me Anna is a natural choice for this role, given that Anna has long been filling this role, albeit not in an official capacity.

I hope to continue to remain involved in the static analyzer where I am able to find time to do so, but I am thrilled to be able to put the official stewardship of this technology component of Clang into very capable hands.

Sounds good to me, for what it's worth - this question came up at the dev
meeting & I had to go & check the OWNERs file to realize this wasn't
already the case (which to me is a reasonable bar for ownership: if the
common contributors assume you already are the owner ;))
