Our CI scripts can blacklist a specific project on a specific platform. If you want to disable Flang on Windows, submit a patch that adds Flang to the following list: llvm-project/.ci/generate-buildkite-pipeline-premerge at 098c6dfa8157681699a71fce9e3d94515e66311f · llvm/llvm-project · GitHub. Windows CI has been working fine for Clang, so I’m against disabling it for all projects.
