I get the same access message. Perhaps the person deliberately made it with limited visibility? Was it posted to the mailing list?

I suppose it might have been hidden, instead of being abandoned. I was not aware Phab could do that.
Ah, interesting. Yeah, I’m guessing by the internal tags (some kind of bug number and such) this might’ve been an internal-only patch that wasn’t intended to be sent upstream & so the developer wanted to scrub/hide it as best they could/not draw attention to it.
