I am able to do an svn checkout, but commits fail even before I’m asked for authentication.

Is this a server issue?

Could be a proxy issue or similar (eg http://grokbase.com/t/subversion/users/118tnxa2g2/reasons-for-400-bad-request-on-committing-which-dont-involve-proxies).
Just as a sanity check - is this an http or an https checkout?
(IIRC you can only commit when using https, but I don’t remember which error you get if you try to commit through http.)
