mingw binary is corrupt

Someone reported this earlier but the situation remains unchanged.

soon.

Anton, you have commit access to the web page. Please just check out the llvm-www module from CVS and put the new files in the proper place. At the very least, the 1.9 mingw tarball should be removed.

With Anton's help, I have committed both an update to the 1.9 tarball
and a new one with patches to make it work. Unfortunately, I don't think
it hit the web site because:

The commit worked, but the update to the web server failed. I don't know
why and since I don't have access to the web site, I can't manually fix
it.
