nvlink error : Undefined reference to '__kmpc_nvptx_teams_reduce_nowait_v2' in '/tmp/pi-gpu-0e6b25.cubin'

Hi,
On POWER8 I see a simple OpenMP Offloading program fails to build.

$ clang ~/pi-gpu.c -fopenmp -fopenmp-targets=nvptx64-nvidia-cuda --cuda-path=$CUDA

nvlink error : Undefined reference to ‘__kmpc_nvptx_teams_reduce_nowait_v2’ in ‘/tmp/pi-gpu-0e6b25.cubin’
clang-9: error: nvlink command failed with exit code 255 (use -v to see invocation)

As the code builds fine with the module clang-8, should I regard this
as my build configuration failure of trunk?
