OpenCL component for Bugzilla

Following the discussion on Bugzilla component for CUDA earlier this week, I think it would be useful to have an OpenCL component as well.

It seems we have got a number of bugs created this year already, but they are scattered all over and hard to track.

I am happy to be the default assignee and can provide the component description shortly.
