[PATCH 3/3] Add half limits

These are apparently only defined by OpenCL 1.2.

I haven’t checked the OpenCL 2.0 spec, but OpenCL 1.2 uses the ‘h’ prefix when definition
the aforementioned macros. Strangely enough I couldn’t find any definition of the prefix (but
maybe I haven’t looked closely enough).
