[PATCH][Review request] fix bug in TargetLowering::getPICJumpTableRelocBase

This patch is needed to have TargetLowering::getPICJumpTableRelocBase return a GLOBAL_OFFSET_TABLE node when a jump table entry is encoded as a GPRel64BlockAddress.

This should have been included in r149668, but somehow I missed it:
