I have completely disabled periodic main build on buildkite LLVM main.
Reasons being: not sure who use them; resource usage; we now have two buildbots with premerge-like setup that are much more likely make authors to fix new issues.

Does this also apply to libcxx? I’m assuming yes since https://buildkite.com/llvm-project/libcxx-ci/builds?branch=main doesn’t show a new build since last Monday.
(because if they are also disabled, Linaro doesn’t need to keep monitoring them)
