Register allocation code owner

I haven't been able to spend much time with LLVM's register allocators lately, so I think it would make sense for somebody else to take over as the regalloc code owner.

Quentin has volunteered for the job; he has been the de facto code owner for the last couple of years.

Let's make it official.
