releases.llvm.org randomly failing with Service Unavailable

I'm seeing fairly routine "Service Unavailable" when trying to download
5.0.1 files from releases.llvm.org. I thought I'd fixed it by switching
to https, but others are seeing the failures.

I just tried again, it takes over 60 seconds to get a reply.

They all seem to be slow. But here's one example:

This is strange and everything is fast for me. Let's continue off-list.

Yeah, looks like the latest apt snapshot triggered this.
