What I was suggesting in this post was introducing a ‘scan’ driver phase - it is still an ‘up front’ scan, applied to all the sources on the command line.

That’s fine for the *.cpp case, but doesn’t seem to handle the cases the RFC aims to solve. In particular, this part:

the driver will check to see if a module build daemon is already running

seems to indicate some interactions between multiple clang invocations.
