Sema/format-strings.c test problem on Windows

MSVC doesn’t have an snprintf, so in the enclosed patch I just declare one for Windows.

Neither MSVC nor MinGW have a vasprintf, so it seemed reasonable to substitute vsprintf, since only the second argument seems of interest.

Is this okay?
