Updating contribution docs to refer to Gtihub not Phabricator

I was helping someone with a question and noticed the MLIR docs still talk about Phabricator - How to Contribute - MLIR

If someone could update that, that would be great. From the questions I see, a lot of people do make heavy use of these pages.

I’d do it myself but I’m not 100% I can just replace it all with Github equivalents since I’ve never contributed to MLIR specifically.

Thanks for reporting, that fell off my radar. I just removed every reference to Phab on this page (the website is rebuilding, it’ll take 10-15 min to be pushed out)
