The LLVM Project Council discussed this RFC at our last meeting and concluded that this RFC is approved. We believe that PR creation by a bot in this specific instance is an acceptable exception to the AI policy because it is consistent with the spirit of the policy: there is still a human in the loop (reviewing the PRs submitted by the bot) and the relevant reviewers accept responsibility for those submissions. This decision is not a precedent for other scenarios. Details of this integration are still subject to acceptance by the infrastructure area team should there be a need for additional permissions in GitHub.
