Lowest hanging fruit answer to this question: there is no way to mix/match dialects across downstream builds/uses; this comes up so frequently that literally yesterday it came up again here (note, ignore Python here, the core issue is loading/registering dialects across distinct builds of MLIR).
I had typed out a comment to this effect on Friday when Renato started this thread but then I deleted it: we could actually make sad people happier here by fully polishing dialect plugins. In my “naive” understanding, this specific thing might actually make a lot of people much happier.
