[RFC] Regarding the current status of HICPP checks

Considering that:

  1. You need a business account to get the document.
  2. You get contacted by sales after registration.
  3. We only have 5 HIC++ checks.

I would vote for actually removing the hicpp module altogether, and move/refactor the existing checks into misc/bugprone.
