Some appears to be wrong with the buildbot master

Hello,
Something appears to be wrong with the buildmaster, only 4 of the bots on https://lab.llvm.org/buildbot/#/waterfall appear are active, this seems to be because the last buildrequest was 19 hours ago (https://lab.llvm.org/buildbot/#/pendingbuildrequests). Commits are still being made to the llvm-project repo so I think the buildmaster is not functioning correctly. Restarting the PowerPC bots has had no effect and they seem to be connected to the buildmaster just fine, i.e no errors reported.

Looking at our (Linaro's) bots this is now fixed along with some API
and web UI timeouts I was seeing yesterday.

Yes, the buildbot should be back to normal more or less.
I’ll see if I can do a few more performance-related changes over the weekend.
