Hello there, I am new to the LLVM community and would like to contribute to LLVM as part of GSOC 2024. I wanted to confirm as to whether LLVM will be taking part this time or not. Also, I would appreciate it if you could give me some beginner-level resources.

No such confirmation is possible as of now. The organizations will start to submit proposals to Google within next weeks, so the information if the particular organization (LLVM included) will participate in GSoC will be know by ~end February or so.
Anyway, you can pick one of the issues from “good first issue” list: Issues · llvm/llvm-project · GitHub and try to contribute.
