13.0.0-rc3 is scheduled to be released on Sep. 7, so we'll continue to accept

No new bugs on my end since -rc1. To be more precise:
- orclazy non-amd64 test skip still needs backporting:
51292 – New ExecutionEngine/OrcLazy tests segfault on 32-bit x86
- fstat/lstat compiler-rt tests are still failing:
50491 – TEST 'MemorySanitizer-X86_64 :: fstat.cpp' FAILED
- clang rocm-detect.hip test is still broken:
51404 – 'Clang :: Driver/rocm-detect.hip' fails on Gentoo
- openmp tests still hang:
51403 – [openmp] runtime/test/affinity/Output/redetect.c test hangs
- and ofc I still haven't managed to get lldb tests to work properly
in stand-alone builds

used 2 patches, which are attached.
For the 32-builds I used -no-flang, as flang is currently not 32-bit
clean, and I do not expect it will ever be.

I found these regressions:
* 51726 – Building with gcc 10 fails with "unrecognized command-line option ‘-mno-omit-leaf-frame-pointer’" (Tom fixed it already)
* 51642 – clang-13 regression: -fsave-optimization-record is generating empty files
but not a big deal
