Change commit list associated with debuginfo-tests?

The debuginfo-tests project is intended to be checked out under clang/test
so I would think commits to it should go to cfe-commits rather than
llvm-commits?

Since it is testing clang (the entire compiler, as a product), I think this makes sense.
