Changing Clangs Crash Reproduction Feature

Hi folks,

In ⚙ D122335 [clang] Emit crash reproduction as a single tar file I’m planning on changing Clang’s crash reports from emitting many temp files to a single tar file. The tar file will include everything the temp files do now. Please let me know if this new direction would cause trouble for anyone. If so we could optionally do a soft transition.

Thanks for the heads up! In Chromium we currently have a script on our buildbots which puts any clang crash reproducers in tar files and uploads them. This will allow us to simplify that.
