This is just a heads up that branching to release/19.x will happen tomorrow EU time. The first RC will be released the 26th of July. For the full schedule see llvm.org or my previous post.
From branching to RC2 the release team will be liberal with accepting bigger patches adding and finishing features. After that point we will be much more strict and will try to only accept patches that fixes bugs and regressions.
