LLVM 19.x release branch created, main is now 20.x

Hello,

As previously announced, the release branch for LLVM 19.x is now created (release/19.x). Version on main has been updated to 20.0.0git and release notes has been cleared.

In three days the first RC for LLVM 19.1 will be created. To include changes in this branch you need to follow the guide in our documentation.

File issues that require attention in the release under the LLVM 19.x Release milestone.

For maintainers - please review and update Release Notes on the release branch.
